Is WhatsApp Banned in the UAE? Calls, Approved Apps and VPN Rules

WhatsApp is not banned in the UAE. Messages, voice notes, photos, videos and documents all work normally. What does not work, as of October 2026, is WhatsApp voice and video calling, because internet calling in the UAE must go through services approved by the Telecommunications and Digital Government Regulatory Authority (TDRA), and WhatsApp calls are not among them. For calls, use an approved app such as BOTIM, Zoom or Microsoft Teams, or an operator calling pack. Using a VPN to get around the block is risky: the cybercrime law sets fines of AED 500,000 to AED 2 million for circumventing an IP address to commit an offence or avoid detection.

In short
  1. WhatsApp messages and voice notes: fine.
  2. WhatsApp voice and video calls: not available in the UAE.
  3. For calls, use an approved app or an e& or du calling pack.

What works on WhatsApp in the UAE

Feature Works in the UAE
Text messages and group chats Yes
Voice notes Yes
Photos, videos and documents Yes
Status updates Yes
WhatsApp Business messaging Yes, widely used by UAE companies
Voice calls No
Video calls No
Calling from WhatsApp Web or desktop No, it still needs approval

Voice notes are the practical workaround most residents use. They travel as messages rather than live calls, so they work like any other WhatsApp message. Many businesses and some government services in the UAE also use WhatsApp for customer service, which shows how normal the app is here.

Why WhatsApp calls are blocked

Internet calling, known as VoIP, is a regulated service in the UAE. The TDRA decides which VoIP services may operate, and the licensed telecom operators, e& and du, apply the rules on their networks. Apps that have not been approved can still be installed and used for messaging, but their calling features are blocked. The approved list has grown over time, especially for business and education tools, but WhatsApp calling has not been added. There has been no official indication that this will change, so treat any social media claim that WhatsApp calls have been “unblocked” with caution until the TDRA confirms it.

Calling apps you can use

App Best for Notes
BOTIM Personal voice and video calls Calls contacts saved on your phone; also offers paid calls to phone numbers
Zoom Video meetings and family calls Approved for use in the UAE
Microsoft Teams Work calls and personal calls Approved; also replaced Skype
Cisco Webex and Slack Work calls Approved for business use

Both people on a call usually need the same app, so agree on one with your family before you need it. Approved apps can change, and the TDRA’s guidance is the reference if an app suddenly stops connecting calls. Our guide to international calls from the UAE compares app calling with e& and du minute packs.

Skype, FaceTime and other apps

Questions about Skype are now mostly out of date: Microsoft retired Skype in May 2025 and moved users to Microsoft Teams, which is approved in the UAE. For other apps, including FaceTime and the calling features of social media apps, the same rule applies: if the service is not on the approved list, calls may not connect even though the app installs normally. Messaging inside these apps generally keeps working. If you depend on one app for calls with family abroad, test it on Wi-Fi and on mobile data in the UAE, and keep an approved app as a backup.

VPNs and the law

Owning or using a VPN is not in itself illegal in the UAE, and companies use them every day for secure remote access. The risk lies in how a VPN is used. Federal Decree-Law No. 34 of 2021 on combating rumours and cybercrimes contains two provisions that matter.

Provision What it covers Penalty
Article 10 Circumventing an IP address, such as through another address, to commit an offence or prevent its discovery Temporary imprisonment and/or a fine of AED 500,000 to AED 2 million
Article 50 Unlawfully benefiting from or facilitating access to blocked communication services Penalties including detention and fines, as reported, of AED 250,000 to AED 1 million

The UAE Public Prosecution has publicly warned against illegal network circumvention. Using a VPN to unlock blocked calling services falls into the area these provisions target, so we do not recommend it. The safer choice is an approved app or a calling pack from your operator.

Staying in touch cheaply

For most families, a mix works best: WhatsApp messages and voice notes for everyday contact, an approved app such as BOTIM for regular video calls, and an operator international pack for calling a landline or an older relative who does not use apps. If you are visiting, a tourist SIM or eSIM gives you data for messaging from arrival, as our tourist SIM guide explains.
