Apartment air conditioning compared with a separate district cooling bill

Chiller-Free Meaning and District Cooling Charges Explained

A chiller-free home is one where the landlord pays for the air conditioning, so you get no separate cooling bill. In buildings on district cooling, tenants pay a cooling company such as Empower directly, and the bill has two main parts: a demand charge for the cooling capacity reserved for your unit, which Empower sets at AED 750 per refrigeration ton a year, and a consumption charge for what you actually use. The demand charge is fixed, so it keeps running even when you are away. That is why chiller-free can save thousands of dirhams a year.

Before you sign a lease
  1. Ask whether the building is chiller-free or on district cooling.
  2. If district cooling, ask for the unit’s RT rating and the provider.
  3. Budget for the fixed demand charge on top of rent and DEWA.

Chiller-free versus district cooling

Many UAE apartment buildings do not have their own air conditioning plant. Instead, chilled water is piped in from a central district cooling plant, and someone has to pay for it. The listing term tells you who.

Item Chiller-free District cooling, tenant pays
Who pays for cooling The landlord, within the rent You, to the cooling provider
Separate cooling bill No Yes
Fixed charges while away None for cooling The demand charge continues
Registration and deposit Not needed for cooling Usually needed with the provider

Large district cooling providers in the UAE include Empower, Emicool and Tabreed, and in some Dubai communities cooling charges are collected alongside the DEWA bill. Chiller-free listings are common in Sharjah, Ajman and older Dubai buildings, and it is worth filtering for them when you search.

Do not rely on the listing alone. Some agents describe a unit as chiller-free when the landlord only covers part of the cooling cost, or only for the first year. Ask for the wording to be written into the tenancy contract, and check whether the building has a cooling meter inside the unit or in the corridor. A meter with your unit number on it usually means a cooling account will be needed in your name.

How a district cooling bill is built

Empower, Dubai’s largest district cooling provider, publishes how its charges work. Other providers use a similar structure, though their rates differ.

Charge How Empower sets it Fixed or variable
Demand charge AED 750 per refrigeration ton (RT) a year, billed monthly in advance Fixed
Consumption charge 0.568 per RT-hour of cooling used, billed in arrears Variable
Fuel surcharge Passed on in line with DEWA’s tariff and fuel surcharge Variable
Meter maintenance AED 30 a month or AED 50 a quarter, depending on location Fixed
VAT 5% on every charge Applied to all

Empower’s page labels the consumption rate both as AED and as fils, so check the exact figure on your own bill. An RT-hour is one refrigeration ton of cooling delivered for one hour, recorded by the meter in your unit.

The demand charge in practice

The demand charge is based on the rated cooling load of your unit’s air conditioning, its RT, not on how much you run it. Empower’s own example is a unit rated at 6 RT.

Unit rating Demand charge a year About a month
3 RT AED 2,250 AED 188
6 RT AED 4,500 AED 375
10 RT AED 7,500 AED 625

These figures are before VAT and before any consumption. Because the demand charge is fixed, it is the reason a cooling bill barely drops while you are away for the summer. Even if you ask for a temporary disconnection, Empower continues to charge the demand charge and meter maintenance.

Other fees to know about

Fee When it applies Empower amount
Connection charge One-time, when a new owner or tenant registers Set at registration
Disconnection for non-payment If bills go unpaid AED 500
Voluntary temporary disconnection At your request, each time AED 150
Meter test At your request, if the meter is found to be working properly AED 160

After a disconnection for non-payment, Empower reconnects only once everything owed, including the disconnection fee, is paid, and only at the request of the registered account holder. If a meter test finds a fault, there is no testing fee.

Is chiller-free worth paying more rent for

Often, yes. A district cooled flat with a 6 RT rating carries AED 4,500 a year in demand charges before you switch the air conditioning on, plus VAT, plus consumption, which is highest in the summer months. A chiller-free flat at AED 6,000 to 8,000 more rent a year can therefore cost about the same or less overall, and its cost is predictable. When comparing two homes, ask the landlord or agent for the unit’s RT rating and recent cooling bills, and add a full year of demand charges to the district cooled option. The rest of the bill picture is in our DEWA tariff guide and our Dubai housing fee guide.

Paying and contacting your provider

Empower takes payments through its mobile app, its eServices portal and other published payment options, and in some communities cooling charges can be paid through DEWA’s channels. Empower’s call centre is on 04 559 2888 and its billing team on billing@empower.ae. When you move out, request a final bill from your provider as well as from DEWA, since a missed cooling bill can hold up the return of your deposit. Our DEWA move-in and move-out guide covers the DEWA side, and our high DEWA bill guide explains other fixed charges. Every household bill is covered in our UAE bills guide.

Frequently asked questions

What does chiller-free mean in Dubai?

It means the landlord pays for air conditioning, so the tenant has no separate cooling bill. The cost is built into the rent.

What is the Empower demand charge?

A fixed charge of AED 750 per refrigeration ton of your unit’s rated cooling load a year, billed monthly. A 6 RT unit pays AED 4,500 a year before VAT.

Why is my cooling bill high when I am not home?

Because the demand charge and meter maintenance are fixed. They continue whether or not you use the air conditioning, and even during a temporary disconnection.
